I'd definitely have it done by a professional.
I think if you dye your hair black, you would need to bleach the strands you intend to streak. But, color/bleach/color is going to create a lot of tress stress.

go to a salon and have it done by someone who knows how.

Red will not show up enough.
Also, have you considered using henna?
I use it and it lasts longer, holds the colour better, and gives that awesome blue/black shiny colour you want.

Be sure any henna you get is "body art quality", otherwise it is too harsh and will break off your hair. Mine is way healthier than when i used traditional dyes. Good luck!

Blue or red would look equally nifty.
If you go down to your local beauty supply store, they have a product called "N'Rage." They have the color and the bleach in one... so there is only one step. You'll need to get a highlight cap... or practice sectioning off your hair with foil before you start, though.

A bright red will show up, but I would go with the blue. And you will have to bleach your hair to get the blue to stick and look bright. I think that is what you wanted to know.
